To make the Lollipop Christmas Tree Ornament:

Lay the two strips one on top of the other squarely. Starting at one end, roll the strips together, creating a spiral, hot gluing in place periodically as you go.
When you get to the end, one end of the strips will be hanging out longer than the other, so trim that off neatly. Glue the end of the felt strips in place.

Lay the two strips one on top of the other squarely.

Trim one of the 2-inch long strips down to 1 ½ inch long and ¼ inch wide. If desired, cut the ends of both of these small strips to have wavy ends. Lay the smaller of the two strips on top of the other in the center.
With two small lengths of embroidery thread, tie the two strips together, pulling it tight to create a ruffle on each end. Cut the two ruffles apart, trimming the felt down to about ⅛ of an inch from the thread. Set aside.
